2018 International Symposium on Teaching, Education, and Learning - Winter Session will be held in Okinawa, Japan during January 23 to 25, 2018. About ISTEL-Winter 2018

The rapidly evolving technology redefines the conventional way of teaching and learning, making education more dynamic. At the same time, educators around the world also face challenges from the implementation of technology to education and students of digital generation; however, technology also provides educators opportunities to enhance and innovate pedagogy.

In response to the growing challenges and opportunity in education, International Symposium on Teaching, Education, and Learning (ISTEL) is dedicated to providing an international and interdisciplinary platform for educators, researchers, graduate students, practitioners, and leaders to share their research achievements and to discuss developing issues in the field of education. ISTEL-Winter 2018 is the best opportunity for delegates to establish education or research relationship and to develop global partnerships for future collaboration.

George MacLean is a professor at the University of Ryukyus, in Okinawa Japan. He is also president of the Okinawa chapter of the Japan Association of Language Teachers (JALT). His fields of interest include second language acquisition, English Education, Curriculum Instruction, and Technology Education.


Invited Guest: H. Keith Edwards

Computer Science and Engineering Department
University of Hawaiʻi at Hilo


Dr. H. Keith Edwards is a professor at the University of Hawai`i at Hilo. He obtained his bachelors degree in mathematics and creative writing with a minor in comparative literature from the University of Michigan in 1993 and his master's degree in mathematics and computer science from Eastern Michigan University in 1999. He earned his Ph.D. from the University of Western Ontario in 2004 under the guidance of Dr. Michael A. Bauer. During that time, he also served as a research fellowship student at the IBM Centre for Advanced Studies in Toronto, Ontario.

Dr. Edwards researchs applied areas of software engineering, health informatics, and implementation issues for management information systems. He spends his summers conducting research with Mohawk College in Hamilton, Ontario where he is a faculty fellow.


Invited Guest: Fathelalem. F Ali

Meio University


A professor of Information Systems, Faculty of International Studies, Meio University, Japan. He had his B.Sc. in Mechanical Engineering, Master’s degree in Electronics and Information Engineering, and obtained his doctorate degree of of Engineering in complex intelligent systems. His research themes include soft computation in optimization, information and networking Technologies and Applications. Some of his recent interests are paradigms and principles of digital information systems, intelligent applications, cyber world and IoT.

About 5-10% of submissions will be selected and awarded as Distinguished Papers. We will announce the list of award winner in the conference program.

Publication Opportunities

Authors are given the option to present their works at the conference either with or without an accompanying full written paper. All abstracts and full papers are anonymously reviewed by peers and will be published in the conference proceedings (ISSN 1729-9322).

Subject to review, selected authors will be invited to develop longer versions of their papers for the following journal:


International Journal of Cyber Society and Education

Full papers will be considered for publication in the International Journal of Cyber Society and Education (IJCSE, ISSN 1995-6649). The IJCSE is a double-blind referred academic journal for all fields of cyber society and education, such as following topics. All theoretical, empirical and applied manuscripts will be considered for publication.

Submission Guidelines and Templates

    1. Policy

    By submitting a manuscript to ISTEL-Winter 2018, authors acknowledge that it has not been previously published or accepted for publication in substantially similar form in any peer-reviewed venue including journals or conferences.

    2. Language

    Authors MUST prepare their manuscripts in English. Either American or British style is acceptable, but authors should use one consistently throughout.

    3. Manuscript format and templates

    The format of citations and references MUST conform to APA (American Psychological Association) style. For more technical specification regarding citations and references, please refer to Publication Manual of the American Psychological Association or APA Style Center.

    Authors are required to submit manuscripts in Microsoft Word or PDF format.

    5. Paper length

    Full paper: within 30 pages, including abstract, keywords, main text, tables/figures, references, and acknowledgement.

    Abstract: within 1 page for regular abstract or 2 pages for an extended abstract.

    6. Abstract and keywords

    Immediately following the names of the author(s), type ABSTRACT in all capitals, centered, 12-point Times New Roman. Include a one-paragraph abstract of approximately 150 to 300 words in 12-point Times New Roman, summarizing the purpose and findings of the research. At the end of the abstract, include a line with 3 to 5 keywords.

    7. Main text and paper size

    All text paragraphs should begin flush left. The text throughout should be in 12-point Times New Roman, single-spaced, and right-justified. Use black for front color.

    The manuscript should be A4 [i.e., 21.0 centimeters (8.27 inches) by 29.69 centimeters (11.69 inches)], and the margins should be set to Word's default: top and bottom 2.54 centimeters (1.00 inches), right and left 3.17 centimeters (1.25 inches). The layout should be one-column portrait.

    8. Tables and figures

    Tables: Tables should be numbered sequentially using Arabic numerals (e.g., Table 1, Table 2), and each table should have a descriptive title. The table number and title should be typed in bold type, single-spaced, and centered across the top of the table, in 12-point Times New Roman.

    Figures: All figures in the manuscript should be numbered sequentially using Arabic numerals (e.g., Figure 1, Figure 2), and each figure should have a descriptive title. The figure number and title should be typed in bold type, single-spaced, and centered across the bottom of the figure, in 12-point Times New Roman.

    9. Page numbers, header, and footer

    Do NOT insert any page number, header, and footer.

    10. Author(s) identifying information

    The author(s), affiliation(s), and corresponding author’s e-mail address should be single-spaced and centered on the lines below the title, in 12-point Times New Roman. Please do not add titles (e.g., Dr., Professor, or Dean) before the author name(s).

    Keep author(s) identifying information in the manuscript (including acknowledgement). We will remove it before your manuscript is sent to anonymous peer review.

1. No matter the paper is single authored or multi-authored, if you would like to have the paper published in the conference proceedings, you need to pay registration fee for each paper.

2. If your submission is multi-authored and additional authors would like to attend the conference, each additional author has to register and pay the registration fee separately.

3. Registered authors will receive a copy of conference proceedings in USB format, admission to all conference sessions, coffee breaks, and lunch for 2 days.

4. Cancellation Policy for the Conference
Cancellation Policy: If we receive your written cancellation before 23:59 (GMT+8), November 20, 2017, the registration fees will be refunded, deducted by an administrative fee of US$100. There will be no refunds for cancellations received after 23:59 (GMT+8), November 20, 2017. All cancellations and refund requests must be made in writing to the Registration Secretariat (

ISTEL-Winter 2018 will be held at Conference Hall B of Okinawa Convention Center (Address: 4-3-1 Mashiki, Ginowan City, Okinawa 901-2224, Japan)

The Convention Center is about 40 minutes ride (14 kilometers) from the Naha Airport and about 30 minutes ride (10 kilometers) from the center of Naha City. Detail information about public transportation is available at Maps and Directions.


Japan Visa

Please look at the list of the countries that are eligible for the visa exemption agreement with Japan. If your country is included in the list, you usually do not need to apply for an entry visa to Japan.

If your country is not included in the list, you need to obtain a short-term stay visa (“tanki-shouyou visa” in Japanese) from the embassy of Japan in your country.
Read carefully the Japanese visa guide provided by the Ministry of Foreign Affairs of Japan. Please be informed that it is the embassy of Japan in your country that makes a decision on issuing a visa. Usually, the procedure takes considerably long, it would be recommended that you begin the procedure as early as possible.
